LEAGUE RULES
- Internal League rules apply followed by FIFA rules if applicable.
ADDING PLAYERS TO ROSTER
- California Soccer League requires each player to register for themselves. A person who registers for a player is legally and financially liable for the player and all the player’s actions. This includes if a player injures himself or injures another player.
- Teams that do not have the appropriate number of players registered for the 1st week of the season will not have games scheduled, resulting in a forfeit for each game not played.
- Players cannot be added to the roster 3 weeks before the playoffs.
- To quality for the playoffs a player must participate in a minimum of three season games.
- The minimum age to play in the adult league is 16 years old (with the approval of the parents who must complete the player registration).
CO-ED DIVISION
- Men & woman may play in their respective categories and the co-ed division at the same time.
ADDITIONAL RULES FOR CO-ED
- WOMEN’S SCORE= 2 points (goals) MEN’S SCORE = 1 point (goal)
- Men have a (4) four touch maximum play to the ball. After three touches to the ball, a teammate or an opponent must touch the ball before the same player may continue to dribble. On the fourth touch, the whistle will sound and the ball will be handed over to the other team.
PROTEST IN ORDER FOR A PROTEST TO BE REVIEWED
A) Protesting team must be in good standings; with all fee’s paid in full: Player Registrations, Team Entry, Team Bond/deposit, past ref fees, forfeits, fines and late fees.
Solo equipos que esten en buen estado; (que no deban: Entrada, bond/deposito, arbitrajes pasados, arbitrajes por defaul y que todos sus jugadores estén registrados) podrán protestar juegos en duda.
B) The Coach (not a player) must protest game with Field Manager and Officials at the beginning, half time or the ending game. El entrenador (no un jugador) deben protestar con el encargado del campo o los arbitros al inicio, medio tiempo o al final del juego.
C) The Coach must sign the Roster and write on the roster “the game was played in protest.” El entrenador debe firmar la cedula y escribir en ella “el partido se juega en protesta”.
D) The Coach must follow up game protest with e-mail. (ricky@californiasoccerleague.com), text message 619-247-4910 or by text message to the office 619-867-7162.
E) Once the use of an ineligible player is confirmed, the teams forfeit their game, and the protest is confirmed off.
- In order for a player to be deemed an eligible player he/she must complete the online Player Registration prior to the start of the game.
- Coaches are responsible for insuring all players on the field are registered online,www.californiasoccerleague.com and appear on roster.
FORFEITS
Teams who don’t show up to a game lose the game 5-0 and lose the bond/deposit which will cover the refereeing of both teams. Teams who are present but without enough players to play lose the game 1-0 and lose the bond/deposit which will cover the refereeing of both teams. The minimum number of players required for a 11v11 team is six players on the field and one goalkeeper (total 7). Minimum players for 6v6 are three players on the field and one goalkeeper (total 4). A team which has forfeited two games in a row or a team without the bond/deposit paid may be withdrawn from the league without notice and no refunds issued.
Teams who win via forfeit must have the bond/deposit and Entry fees paid in full to gain the points. When a team wins via forfeit, and they don’t have the Bond/deposit and Entry paid in full; they must pay the referee fee to gain the points to win.
PENALTY SHOTS
- A 6v6 tie game will result in (3) penalty shots from 9 steps; 11v11 is (5) penalty shots from 11 steps.
- The goalkeeper that is playing at the end of the game, must stop first (3) shots to goal (sudden death follows/goalies may be switched then). 11v11 goalkeeper must stop first (5) shots to goal.
- Only one goal will be added to the winning team (ex: tie game 4 to 4, result 5 to 4).
NO ALCOHOL or SMOKING ON PREMISES
- Alcohol and tobacco consumption, as well as the use of vapes, are prohibited on school district property, including the parking lot or adjacent premises. School facilities are not a place of assembly or congregation.
- A $500.00 team fine will be imposed if someone is observed drinking any alcohol, including team spectators. (the team fine will be imposed). Players & coaches please be aware of your fan’s conduct.
- Second offense, team will be removed from the league and no refunds awarded.
LATE ARRIVALS, GOALS & BALLS
- Players Arriving Late: Playoffs – no wait time; League Play – First game of the day maximun 10-minute wait time, 2nd, 3rd, & 4th game of the day, no wait time, automatic forfeit.
- Prior to scheduled start time teams must have a minimum number of players present (6v6 – 4 players and 11v11 – 7 players). Teams arriving at a minimum of 5 minutes past start time will forfeit one goal to the opposing team with a full squad. If both teams are short players each team will forfeit one goal.
- All teams must provide a ball in good playing condition. Teams that do not provide a ball in playing condition risk awarding an automatic goal to the opposing team.
- First & last teams to play are responsible for setting up and putting away the goals. A team failing to comply with this rule will be fined $10,
RULES OF SECURITY DEPOSITS/FORFEIT BONDS/PENALTIES:
Teams playing the last game of the day/night are responsible for dismantling their goals otherwise they will be penalized with a fine of $ 10.
REFUNDABLE LEAGUE BOND
All teams are required to pay a League Bond/deposit that is refunded to the tea when:
- All fees are paid in full, Team Entry, Player registration, Forfeits, Officials, smoking-fighting-drinking, fines etc.
- Team with a bond/deposit paid in full don’t pay the referee fee when the opposing team forfeits
- A team who doesn’t have a bond/deposit paid in full is responsible to paying the referee fee regardless of if the opposing team forfeits.
- Team’s bond only applies when team entry is paid in full
- League provides discounted, “pay in advance official fees” only when the team entry and bond/deposit are paid in full.
- The team completes the entire season.
- Team representative attends mandatory coaches’ meetings.
- If a team player or spectator engages in a physical or verbal confrontation the bond/deposit is forfeited.

SIX vs SIX LEAGUE RULES
- NO OFFSIDES
- NO SLIDE TACKLES: Only goal keeper in their penalty area.
- SUBSTITUTIONS: Unlimited substitutions at mid field/on fly, when another player exit field.
- PLAY TIME: 25 minutes halves/5-minute rest time.
- LATE TEAMS: No wait time during Tournaments play, 10 min wait time league play – first game only.
- GOAL KICK: May not cross half field; if so, ball will go to another team at half field.
- PLAYERS: Must have at least (4) four players to avoid forfeit, Maximum players on the field of play (6) six, Maximum on roster open.
- TEAMS: Coaches and team are responsible for their entire sideline (verbal abuse conduct, profanity, etc.) Game suspension may result if unacceptable conduct persists.
- PHYSICAL CONFRONTATION: Any physical confrontation towards players or referee, TEAM may be disqualified from tournament or League play. NO EXCEPTIONS.
- Team Brawl (Batalla Campal): will result in both team being out of the league and losing their entry, bond and all player registration.
- TIE GAMES: stay tied during League games.
For Tournament Play: During PLAYOFFS; if result is still tied, (3) three penalty shots from the top of the goal box distance equals nine yards. If score remains tie: sudden death penalty shots. Goalkeepers that ended game must stand in goal for first three shots. Six different players must shoot before another player may shoot a penalty again. - RED CARD: If a player receives a caution (YELLOW CARD) then a red card, that player may play the next game; depending on the severity of the Red Card. If a player receives a direct RED CARD, that player must sit out one game in addition to the one he/she was ejected from or depending on severity of the situation is cleared for playoffs.
- REFEREE FEE: Must be paid before game time to avoid forfeit.
AGREED CRITERIA, RULE CALIFORNIA SOCCER LEAGUE
1- BALL (+1 goal):
If a team does not present the ball at the start of the game in good condition to play the match, a goal (=1 goal) will be awarded to the opposing team. The referees will have to inform the two captains or coaches at the start of the game of this difference in score. Only 5 minutes will be granted so that they can inflate their ball or present a ball on the field in good condition. They cannot play with a ball borrowed from another team to make the presentation. This ball will have to be in play during the game. The referees can apply common sense if the ball is thrown into the street or out of the field of play. In this circumstance, no goal will be awarded to the opposing team.
2- SLIDE TACKLES:
- No tackles allowed.
- All slipping tackles are yellow cards.
- A slip is not a yellow card.
- The knee on the ground is not a yellow card.
- Tackling to score a goal will result in a yellow card and a goal being disallowed.
- Tackling inside the area will result in a yellow card “NOT A PENALTY” 9 steps from the goal line and an indirect free kick.
- Slide tackle outside the area is yellow and a direct free kick.
- Slide tackle will resume the foul with a direct shot.
- 6 vs 6 and 11 vs 11 slide tackle will resume the foul with a direct shot.
3- GOAL
A goal from a bicycle kick is valid if it is not a dangerous game. The madruguete is valid with a stopped ball. (AS LONG AS THERE IS NO YELLOW CARD INVOLVED, IF SO, THEY WILL HAVE TO WAIT UNTIL THE REFEREE INDICATES WITH A WHISTLE, THE RESTART OF THE FOUL).
If a player wants to go early and the opponent is completely stopped in front of the ball, the player will be given a yellow card because he must be moving back without being told by the referee. If he is two or three steps away and they want to go early and he hits the player, he must continue the paly without warning or repeat the play since it is considered a considerable distance.
4- T-SHIRTS WITHOUT NUMBER
-Starting from the third week of games, all teams must wear their numbers on their backs and if not, before the start of the first half the captains/coaches will gather in the middle of the field, and they will be informed that any player without a number on his shirt will be cautioned.
-They will be asked to leave the field of play and put on a number or a shirt with a number. If they do not do so, the player will continue playing on the field of play but will be cautioned.
-The goalkeeper also needs a number.
-Playing with equal numbers will not be permitted.
-Each match will be controlled by the referee, who will have full authority (before, during and after the match) and who will enforce the Rules of the game in the match.
-A player with a number with a tape can plays, but if the tape falls off, the player must be cautioned and can continue the field of play.
-The first 2 games are allowed to play without uniforms or numbers, in the 3rd game of the league the no number, yellow rule will apply.
5- STRONG LANGUAGE
No insults to the referee, coach, opposing player or fans are allowed. Please always maintain proper conduct to avoid ending the game and loss of the game. The coach is responsible for “all” the fans on his sideline. To avoid losing the game, coaches need to control their fans.
6- TIME
There is no waiting time. Only in the first game of the event (10 minutes).
- TIME IS NOT COUNTABLE
- All 6v6 games are 22 minutes long.
- The referee will blow the first whistle, to let them know that we are in the middle of the field or entering the middle of the field to start the game in the next minute.
- The second whistle starts with the clock, telling the players that time has already started if they are not already present on the field.
7- There is no offside in 6v6 only 11v11.
8- PLAYER SENT OFF
When a player is sent off, the team will have to wait 10 minutes afterwards to be able to bring another player (not the one sent off) into the match. When a player is sent off at minute 20 or 24 before the end of the first half or they do not have enough time to bring another player in (i.e. 10 minutes), at the start of the second half, all 6 players on the team will be able to start.
9- MATCHES SUSPENDED FOR DIFFERENT REASONS
A match that is interrupted by any situation (rain, lights out or not turned on, flights or any other incident) will be at the discretion of the league if one of the two teams is winning and in the event that the match is tied the league will determine whether it continues the following week or goes to penalty kicks, in the event that there are expelled players they will not be able toparticipate in the resumption of the game or in the penalty kicks.
10- PROTESTS UNDER REGULATION
Protests may only be made with the Rules in hand and with firm grounds for the situation and must indicate the point of the rules that was violated by the opposing team. To protest the game, only the online registered coach may make the protest with $100 of the deposit.
11- SUBSTITUTION OF PLAYERS
Substitutions must be made in the middle of the field. 6v6 players may do so without the referee’s authorization, they will only have to wait for their teammate to leave the field and go through the middle of the field.
12- TRASH IS THE IMAGE OF THE LEAGUE
With the help of the players, coaches, and supporters, we will ensure that the park we use is kept clean.
This is VERY IMPORTANT to maintain the use of the fields and the good HISPANIC image. Thank you for your cooperation.
THE FIELDS AND YOU ARE THE IMAGE OF OUR LATIN EVENT.
Please, as coaches and players, try to pick up your trash and help in this aspect of helping the environment.
Note: Teams that play at the end of the night or day (Sundays) will be responsible for helping to pick up the goals and will be assigned the goals on the side where their team finished the match. If they do not do so, they will be fined $10 dollars.
13. MINIMUM AGE REQUIRED (ADULTS 6V6/11v11) is 16 years old.
14. TEAMS THAT WILL NOT BE SCHEDULE GAMES
Are those that have not paid their ENTRY, BOND and do not have the minimum number of registered players.
15. LEAVING THE FIELD/GAME BEFORE 80 MINUTES OF THE GAME 11v11
Any team that leaves the game will incur a fine of $80, which must be paid no later than 2 days after the game. This will cover half of the opposing team’s referee payment, which will be applied as a credit for the following week. This credit will only be valid if the team has paid all its fees (Entry, Bond and all its registered players).
16. CAPTAIN’S BAND is mandatory.
17. PLAYER HEAD INJURY PROTOCOL
- Parents, coaches, Officials, and field managers on the field are required to remove the athlete from play and recommend he or she be seen by their physician. Athletes should return to play once the doctor clears them to return to play.
- At the beginning of each season a coaches/parents meeting is held where procedures are outlined to be followed when a possible head injury has occurred. In addition, each season a staff meeting is held, and the protocols are reviewed.
